Delta LG passes 2025 appropriation, 3 other bills into law as Council boss bans market unions

Isoko, Delta – About N16.4billion representing 66.70 percent capital expenditure estimate and N7.8billion representing 33.30 percent recurrent expenditure, was passed into law on Thursday by the Warri South Legislative Arm, as Warri South Local Government Council 2025 Appropriation.

The draft estimate, totalling about N24.3billion is christened “Budget of crystallization.”

The Leader of Warri South Legislative Arm, Joy Ejumudo, who presided over plenary after Committee of the whole House, made a critical review of the report submitted by Solomon Temile led House Committee on Finance and Appropriation, directed the Clerk of Warri South Legislative Arm, Affor Maku, to transmit the 2025 Appropriation Byelaw to the Chairman of Warri South council, Agbateyiniro Weyinmi Isaac, for his Assent.

The House, also passed the following Byelaws; A Bye Law Providing the Procedure Enforcement and Punishment of Road Traffic Violation in Warri South Local Government, Bye-law to Prohibit the Indiscriminate Dumping of Refuse and Waste Littering In Warri South Local Government Area, sponsored by Hon. Tuoyo Ebigbeyi, with Chief Eghere Udumetotor, Felix Ojulu and Terence Eriye Erere as co sponsors. The Council’s Legislature, also passed the Bye law “Providing the Procedure For Collection And Enforcement Of Revenue Accruable To Wari South Local Government Council”.


The Majority Leader of Warri South Legislative Arm, Tuoyo Ebigbeyi, during plenary on Thursday January 30, also sponsored a Bill, For Bye-Law to Prohibit Pasting Of Posters On Road Separator Kerbs, Beautification On Round A-Bouts, Road Pavements, Pedestrian, And Flyover Bridges In Warri South Local Government Area.

The Bill, which was co sponsored by Sammy Eyekpimi, Patrick Oneyor and Thompson Eyomi, passed first, second reading and was sent to the relevant committee for further consideration.

Ebigbeyi, while presenting motion on the Bill, explained that it became necessary to complement what the Council Chairman, Agbateyiniro Isaac and Delta State Governor, Mr. Sheriff Oborevwori, are doing to improve on the aesthetics of Warri South council.

Meanwhile, following persistent complaints by residents of Isoko North Local Council in Delta State over the arbitrary hike in the prices of foodstuffs, apartment rentals, motorbike fares, and other essentials attributed to the activities of unions, the chairman of the council, Godwin Ogorugba, has banned market unions, citing their exploitative practices disguised as union fees.

The announcement was made during a meeting with traders from Ozoro at the Isoko North Council Chamber. Ogorugba expressed concern over the rising cost of goods and rents, emphasising his administration’s commitment to curbing exploitation.

“We will be sending an executive bill to the legislative arm to block every form of exploitation of traders. The practice of demanding union fees before allowing businesses to operate must stop. This will ensure free trading,” Ogorugba said.

The chairman explained that the council’s decision to revoke the practice of locking up shops in markets is part of an effort to eliminate third-party interference.

He stated that the shops would now be handed directly to traders, ensuring that individuals with no legitimate business in the market can no longer secure spaces through connections and lease them out.

He noted that, in some cases, such spaces have even been passed on as inherited property.

Ogorugba assured traders that his administration is committed to addressing their concerns and improving living conditions for the people of Isoko North.

He highlighted how the actions of multiple unions, landlords, and agents have contributed to the rising cost of living in Ozoro, making essential services increasingly unaffordable.
